A damaged pigtail cable can cause a short circuit or intermittent connection, leading to power-on failures. Using the Wrong Connector: PCIe power connectors are standardized for a reason. DO NOT attempt to force a different type of connector into the PCIe power slot on your graphics. Before you resign yourself to a costly repair or, worse, a new system, let's dive into a less-obvious, but surprisingly common culprit: the dreaded pigtail connector. What exactly is a pigtail connector, you ask? It's that short, often dual-headed power cable branching out from your power supply. An electrical pigtail connector is a short length of wire — pre-terminated on one or both ends — used to extend, repair, or adapt a wiring connection. There are multiple warnings on the net against trying to power the 3080 with the single cable, not because an 850W PSU is insufficient, but because the wiring - and most particularly the splitters - are of insufficient. Changing from 1 PCIe 6+2 cable where you used both connection on that cable on the GPU to 2 6+2 cable where you only use 1 on each should work. Unless there is an issue with the PSU, Cable or the GPU at the moment this should work. I don't want to force it too much, but it feels like it's just not.
